A Religious answer:

It is a direct consequence of someone’s actions (or the actions of many) and for God to alter the consequences of that action would be effectually removing agency because by removing the consequence of their action you make the action nullified, which is a form of taking away agency. God typically does not remove agency.

In religion, much of the suffering that occurs is attributed as the result of a something someone did a long time ago (Adam), which is referred to as “the fall of man”, but no one fully understands what this means, but many of the problems on earth are attributed to it by many religious people.
